Where We Practice — Courts & Tribunals
Mr. Vargas appears before the following tribunals and administrative bodies:
- U.S. Citizenship and Immigration Services (USCIS) — petition filings and interviews, Orlando Field Office and national service centers.
- Orlando Immigration Court (EOIR) — removal proceedings, bond hearings, asylum merits, and cancellation of removal. See immigration court representation for details on the local court process.
- Board of Immigration Appeals (BIA) — administrative appeals of immigration judge decisions.
- U.S. Court of Appeals for the Eleventh Circuit — petitions for review of BIA decisions, including oral arguments.
- U.S. District Courts — federal litigation in mandamus, naturalization delay, and related immigration matters.
Florida Central detainees are frequently transferred to ICE facilities outside the state (Stewart, GA; Krome, FL). We appear remotely at those venues by video link and coordinate the merits case from our Orlando office.

Gustavo Vargas
Immigration Attorney & Owner
Gustavo Vargas, Esq., is committed to the exclusive practice of immigration and nationality law. He and his staff provide the highest quality representation, combining skill, knowledge and creativity.
Since opening his office in Orlando, Florida, Mr. Vargas has acquired extensive experience representing individuals before USCIS, the Orlando Immigration Court in immigration court representation and removal proceedings, the Board of Immigration Appeals, and the federal courts. His practice spans family- and employment-based petitions, naturalization, and asylum cases arising from country conditions in Latin America, the Caribbean, and beyond. Employer-side work includes the O-1 extraordinary-ability visa for individuals at the top of their field and the L-1 intracompany transfer visa for multinational executives, managers, and specialized-knowledge employees relocating to U.S. operations. Mr. Vargas is one of a select group of immigration attorneys who have successfully litigated in the federal courts and has had the honor of presenting oral arguments to the 11th Circuit Court of Appeals.
Mr. Vargas is Florida Board Certified in Immigration and Nationality Law by The Florida Bar. As a Board Certified lawyer, Mr. Vargas has been recognized by the Florida Bar and his peers as a specialist maintaining the highest level of knowledge, and professional and ethical standards.

He was born in Lima, Peru and emigrated to the United States as a child. While working full-time in real estate development, he graduated from the Old Dominion University, Norfolk, Virginia, with a B.S. in Finance and Marketing (with honors) and then earned an MBA (again with honors) before discovering his passion for the law. He then attended Florida State University in Tallahassee, where he was active in immigrant outreach and legal defense programs. In 1992, he graduated with a Juris Doctor degree.
After graduation, Mr. Vargas practiced as counsel and advisor for the federal government. In 1998, he opened his practice in Orlando, Florida.

What does Florida Board Certification in Immigration and Nationality Law mean?
The Florida Bar reserves Board Certification for attorneys who have demonstrated special knowledge, skills and proficiency in a specific area of law and met very high standards of professionalism and ethics. Certification in Immigration and Nationality Law requires a minimum number of years in practice, substantial involvement in immigration cases, peer review by other attorneys and judges, and a written examination.
